Yeah, I don't think this originated with international fans. Referring to someone as "who?" basically means they're a "nobody", so I feel like it's not being used incorrectly. I can see how iterations like "nuguest" would be funny to them though.

I think the difference is 10 years ago, it was used quite literally for "who?" as a descriptor. but now it carries a disdainful, or shaming usage coming from a place of arrogance. There are definitely certain members of certain very large, and very expansive fandoms that use nugu as an insult, and not merely as a descriptor. Which is hilarious given that the I know at least one example of a group who has some "fans" who do it, that were once Nugus themselves.
