Yeah,
I don't think this originated with international fans. Referring to
someone as "who?" basically means they're a "nobody", so I feel like
it's not being used incorrectly. I can see how iterations like "nuguest"
would be funny to them though.

"누구?"라고 부르는 건 기본적으로 한국인들이 "아무도 아니다"라는 뜻으로 쓰는 말이니까 잘못 사용된 건 아닌 것 같은데.

I think the
difference is 10 years ago, it was used quite literally for "who?" as a
descriptor. but now it carries a disdainful, or shaming usage coming
from a place of arrogance. There are definitely certain members of
certain very large, and very expansive fandoms that use nugu as an
insult, and not merely as a descriptor. Which is hilarious given that
the I know at least one example of a group who has some "fans" who do
it, that were once Nugus themselves.

10년 전에 '누구'는 그냥 소규모이거나 덜 알려졌거나 알려지지 않은 회사 출신의 덜 알려진 그룹이라는 의미였어.
now people use it with the additional meaning of "...not worth time or attention""
지금은 사람들이 "걔들한테 시간이나 관심을 들일 가치가 없다"는 의미로 사용하고 있지.
It's not the unknown part of that is the insult now, it is the "why should I bother getting to know them
이제는 알려지지 않았다는 부분이 모욕이 아니라, "왜 내가 그들을 알아야 하지?"라는 의미로 모욕적인 단어가 된거야.

한국인들은 '누구'를 사용했지만 '누구왕국'이나 '누구 시절'같은 식으로 변형해 사용하지는 않았어
